Tom Clancy Splinter Cell: Chaos Theory is a stealth game developed by Ubisoft Montreal and Ubisoft Milan and released in March 2005 for Xbox, PlayStation 2 (PS2), GameCube and Microsoft Windows. Car versions for the Nintendo DS, mobile, and N-Gage games were also released. Game Boy Advance was scheduled, but canceled at a later time. It is the third game in the Splinter Cell series endorsed by novelist Tom Clancy. As with previous entries in the franchise, Chaos Theory follows the activities of Sam Fisher, an agent who works for the operations branch within the perpetrator is called Level Three. Simplified with tone, high impact combat and an option in combat and Fisher's choice to kill the people he's interrogating instead of just throwing them out.

As a result, it was the first Splinter Cell game to receive an M rating from ESRB, a rating that has since been applied to all subsequent releases in the series. Actor Michael Ironside is boosting his role as Fisher, while Don Jordan returns from the original game to voice third stage director Irving Lambert and Claudia Besso returned after being replaced by pirate and analyst Anna Grimsdottir after being replaced by Dennis Heisbert and Adriana Anderson respectively in Tom Clancy's Splinter Cell: Pandora Tomorrow. The official Xbox magazine has called it the Xbox "Game of the Year" (2005) due to its solid performance and photorealistic graphics. It is considered one of the greatest video games of all time. The HD remastered version was merged with the first two games of the series as part of the Splinter Cell Trilogy for PlayStation 3, released on December 20, 2010. Another outlet titled Tom Clancy's Splinter Cell 3D was launched for the Nintendo 3DS on March 25, 2011.

In June 2007, tensions run high between China, North Korea, South Korea, and Japan, due to Japan's formation of the Information Self-Defense Forces (I-SDF). With this in violation of Article 9 of the post-WWII constitution, and blaming the I-SDF for launching information attacks against their countries, Chinese and North Korean forces imposed a blockade in the Yellow Sea on Japanese shipping. Japan is also considered an ally of the United States, so NSA's Third Order, and the US Navy is sending a highly advanced warship, the USS Clarence I. Walsh (CG-80), to the Yellow Sea in the hope that China and North Korea will back down. Meanwhile, Sam Fisher was sent to a lighthouse on the Talara coast

To locate Bruce Morgenholt, an American computer programmer who was seized by a separatist group in Peru called "Voice of the People", led by the Salvadoran revolutionary, Hugo Laserda. Morgenholt has been working to decipher Philip Maas and arm him with algorithms, who had been assassinated by Fisher in 2005. The resulting Masse Kernels are nominated as the 21st century superweapon. Fisher was tasked with making sure it did not fall into the wrong hands. He arrived too late to prevent Morgenholt's death and was unsuccessful in getting Masse Kernels to be released.
