The story takes place in 2065, 40 years after the events of Black Ops II, in a world facing a revolution from Cold War III between two global alliances known as the Winslow Accord and the Common Defense Pact, as well as climate change and new technologies.In response to drone attacks caused by Raul Menendez in 2025, many countries around the world have developed guided direct air defense systems that render conventional air forces useless.
